Setting time tells you exactly how long cement paste stays workable and when it has genuinely hardened — the initial set marks the point it starts stiffening and can no longer be reworked, the final set marks the point it has hardened enough to bear light handling. Both are measured with the Vicat apparatus under IS 4031 (Part 5), and both are bound by limits precisely because either extreme — setting too fast or too slow — causes real problems on a working site.

What "setting" actually means, chemically
Setting is not the same thing as hardening or strength gain — it is specifically the loss of plasticity as the cement paste's chemical hydration reactions progress far enough that the paste stiffens into a rigid (though still weak) structure. Initial set is the earliest point this stiffening becomes measurable — beyond this point, the paste can no longer be remixed or reworked without breaking the fragile early structure that's forming. Final set is the point the paste has hardened enough that it can resist a light indenting force without leaving a mark — genuine strength gain continues for weeks after this, but the material has crossed from "workable paste" to "solid, if still weak, material."
Why both limits exist — a real, opposing pair of risks

Prepare the paste
Mix a cement paste at 0.85 × the standard consistency water content (found from the consistency test) and fill the Vicat mould.

Fit the initial-set needle
Replace the Vicat plunger with the 1 mm square-section needle for the initial setting test.

Lower the needle onto the paste surface at regular intervals from the time water was added, releasing it to sink freely each time.

Initial setting time is the elapsed time from adding water until the needle no longer penetrates to within 5 ± 0.5 mm of the mould base.

Swap to the needle with the annular (ring) attachment for the final setting test, continuing on the same or a fresh paste as specified.

Final setting time is the elapsed time until the needle makes an impression on the paste surface but the surrounding annular collar leaves no impression at all.

These are minimums and maximums, not targets — a cement well inside both limits (say, initial set at 90 minutes and final set at 5 hours) is perfectly normal and gives a comfortable working window without being excessively slow. The limits exist purely to reject the failure extremes: cement that sets too fast to place properly, or too slow to be practical for scheduling.
What affects setting time on a real site
Setting time is a property of the cement itself as tested in the lab, but several site factors influence how that translates to actual behaviour in the field:
