OC stands for Occupancy Certificate — the document issued by the local municipal authority certifying that a completed building is safe to occupy and was built according to the approved plan. Occupying a building without an OC is technically illegal and can cause real problems later.

What the OC certifies

Before issuing an OC, the authority verifies that the building:

  • was constructed as per the sanctioned/approved plan (no unauthorised deviations),
  • has the required fire safety, water, drainage and electrical clearances,
  • is structurally complete and fit for occupation.

Why you should insist on the OC

Without an OC:

  • utility connections (water, electricity) may be irregular or on a temporary basis,
  • reselling or getting a home loan against the property can be difficult,
  • the building can face penalties or even action for unauthorised occupation.

When buying a ready flat, ask for the OC. When getting your own house built, obtain it after completion — it is the final legal sign-off that the building is safe and sanctioned.
